【For students, faculty and staff】Notice regarding the Novel Coronavirus disease (COVID-19) (Updated: Apr. 3rd, 2020)

    * The following information has been updated (as of April 3, 2020). "2-1.For those returning from areas Level 2 and above [Updated on ". 

    * It is very crucial to minimize the spread of the novel coronavirus disease (COVID-19) in Japan. If you have any symptoms of fever or cold, please rest at home and get plenty of rest to take care of yourself.
    * On February 17, the Ministry of Health, Labour and Welfare announced a guideline for receiving consultation and medical examination when suspected of having the novel coronavirus disease (COVID-19). Please refer to “4. Guideline for Receiving Medical Examination for Novel Coronavirus Infections” below [as of February 18, 2020].

    The breakout of the novel coronavirus disease (COVID-19) has occurred centering at Wuhan City, Hubei Province, China, and the spread of infection has been reported not limited in other parts of China but in Japan as well. Also, on January 31, the World Health Organization (WHO) announced that it is a "public health emergency of international concern."
    As infections may further spread, please check the latest information on the websites of each institution such as the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Health, Labor and Welfare, and the Ministry of Foreign Affairs, etc., and we ask for careful actions based on the correct information [As of February 3, 2020].

    1. Regarding travels to areas with level 2 and above (Updated on March 31, 2020)]

    【Updated March 31, 2020】
    To prevent the spread of the novel coronavirus disease (COVID-19), the Ministry of Foreign Affairs raised the alert level for 49 countries and territories to {Warning- level 3, Avoid Nonessential Travel}. For the other countries not listed as the 49 countries and territories, the alert level has been raised to {Alert- level 2, Practice Enhanced Precautions}. Please do not travel overseas.

    To prevent the spread of the novel coronavirus disease (COVID-19), The Ministry of Foreign Affairs announced the raise of the alert level to {Alert- level 2, Practice Enhanced Precautions} regarding travel to all countries.

    *All updated information is in bold. (Updated March 31, 2020)
    * Please check the Ministry of Foreign Affairs Overseas Safety Website for the latest information. (Updated March 23, 2020)

    *If you are obliged to travel for a specific reason, please consult with the Soka University International Affairs Office (+81-42-691-8200) in advance. Also, to prepare for emergencies, make sure to register for “Tabi Regi (or Overseas Residential Registration if your stay is 3 months or longer),” which is implemented by the Ministry of Foreign Affairs.

    1-2. About Students overseas travels (updated March 20, 2020)

    "Will not be allowed to travel" was announced by the Japanese government, regarding travels to areas with level 2 and above and countries that are not accepting entry for Japanese people. Traveling to other areas please apply for overseas insurance and please tell your family and friends your itinerary and phone number just in case of an emergency. Also, please apply for Tabiregi if you are planning to stay overseas for over 3 months.
    *Even if you are traveling to areas that are level 1 and under, the university will make the decision if or not to travel. Also, the university may decide to make you come home earlier than scheduled. (updated March 19, 2020)

    2-1.For those returning from areas Level 2 and above [Updated on April 3, 2020]

    For those returning and/or transiting from any country or region between April 3rd to the end of April, stay at the place recommended by an authorized official for 14 days and do not use public transportation.


    (Updated March 26, 2020)
    For those returning and/or transiting from {Alert- level 2, Practice Enhanced Precautions} and above areas, must comply with matters as listed.


    · Those returning from China or South Korea between March 9th until the end of March (days might change due to the circumstances), stay at the place recommended by an authorized official for 14 days and do not use public transportation.
    · For those returning from {Alert- level 2, Practice Enhanced Precautions} areas Iran, Egypt, and countries in Europe between March 21st until end of April (days might change due to the circumstances), stay at your house for 14 days and please be careful when using public transportation.

    · For those returning from {Alert- level 2, Practice Enhanced Precautions} the United States of America between March 26th until end of April (days might change due to the circumstances), stay at your house for 14 days and please be careful when using public transportation.*

    When the Japanese government officially announces new information, we will post on the university website.

    Ⅰ.Those returning from (infected regions)* or those who were in contact with residents of the infected regions

    *Infected regions refers to China (Hubei and Zhejiang) and/or South Korea (Daegu and Cheongdo)
    (1) Those with a fever (37.5 °C/99.5°F and above) and respiratory symptoms (hereinafter referred to as "symptoms") within 2 weeks after returning to Japan
    Avoid contact with other people, wear a mask, and immediately call the Returnees/Patient Contact Consultation Center [Kikokusha/Sesshokusha Sodan Center]. In addition, please contact the Soka University Health Center (+81-42-691-9373) regarding the results of the medical examination at the medical institution referred by the Returnees/Patient Contact Consultation Center.

    (2) If you have no symptoms
    Those without any symptoms, please refrain from going outside for two weeks after returning to Japan and please observe your health conditions strictly at home. If you experience any symptoms, please take the same actions as described in (1) above.

    Ⅱ.Those returning from any part of China (other than Hubei and Zhejiang) and/or South Korea (other than Daegu and Cheongdo) and who were not in contact with anyone living in Hubei or Zhejiang and/or Daegu and Cheongdo
    (1) Those who have symptoms within 2 weeks after returning to Japan
    Avoid contact with other people, wear a mask, and take other measures, and immediately consult a medical institution. In addition, please contact the Soka University Health Center (+81-42-691-9373) regarding the results of the medical examination.
    (2) If you have no symptoms
    Those without any symptoms, please watch closely over your health conditions for 2 weeks after returning to Japan. If you experience any symptoms, please take the same actions as described in (1) above.

    2-2 Strengthening border measures related to novel coronavirus (COVID-19): Visa restrictions (Ministry of Foreign Affairs of Japan)

    2-3 For those returning from South Korea (regions of Daegu, Cheongdo ) [Updated on February 26, 2020]

    (1) Those who have symptoms within 2 weeks after returning to Japan
    Avoid contact with other people, wear a mask, and take other measures, and immediately consult a medical institution. In addition, please contact the Soka University Health Center (+81-42-691-9373) regarding the results of the medical examination.
    (2) If you have no symptoms
    Those without any symptoms, please refrain from going outside for two weeks after returning to Japan and please observe your health conditions strictly at home. If you experience any symptoms, please take the same actions as described in (1) above.

    3.1 About health management【As of February 26, 2020】

    ・If you have a fever or respiratory symptoms, avoid contact with other people, please rest at home and get plenty of rest to take care of yourself.
    ・Take the same prevention measures for colds and influenza such as cough etiquette (wearing a mask), washing hands, gargling, and others, it is very important to work on these health management.
    * Information on the novel coronavirus disease (COVID-19) is posted on the Health Center page as well as the "Frequently asked questions and answers about the novel coronavirus disease."

    3-2. Actions to be taken to prevent the spread of the disease (Updated April 1st, 2020)

    In addition to "3-1. About health management", please take the following actions to avoid the three factors listed below that increase the risk of infection, so that you do not become infected and infect people around you.
    Also, the Tokyo Metropolitan Government has announced the prevention of the disease for the younger generation to refrain from going to karaoke and live houses. Furthermore, please refrain from going to areas where many people gather and poor ventilation spaces such as sports gymnasiums, live houses, karaoke, restaurants etc.
    ・Avoid closed space rooms with poor ventilation
    ・Avoid crowded places where many gather
    ・Avoid close contact with others

    Please refrain from coming to the university or meeting with others, to prevent the spread of the disease, we would like to ask everyone to stay home.
    In addition, please contact the Soka University Health Center (+81-42-691-9373) through e-mail or phone, if the following apply to you.
    ・In case, you and/or your family members are confirmed to contracting the disease
    ・In case, detailed facts of someone you were in contact with was confirmed of contracting the disease (it does not matter if you were or were not tested)

    4. Estimated consultation for the Novel Coronavirus disease (COVID-19) [Updated February 18, 2020]

    On February 17, the Ministry of Health, Labour and Welfare announced the guidelines for consultation and medical examination on the Novel Coronavirus disease (COVID-19). It is important to minimize the spread of the novel coronavirus within Japan. If you have a fever or any other symptoms of a cold, please stay at home and get plenty of rest to take care of yourself.

    When to consult the Returnees/Patient Contact Consultation Center
    (1) If you have had any cold symptoms or a fever of 37.5 °C/99.5°F or above for more than 4 days (including when you need to continue to take antipyretics/fever medicine)
    (2) Those with body weariness (fatigue) or breathlessness (feeling difficulty of breathing)


    If you have any of the above symptoms, please contact the "Returnees/Patient Contact Consultation Center" by telephone. In addition, please contact the Soka University Health Center (+81-42-691-9373) regarding the results of medical consultations by the medical institutions introduced by the Returnees/Patient Contact Consultation Call Center.

    5. Student Activities

    (1) Extra-Curricular Activities (updated March 20, 2020)
    In regards to refraining training camps for seminars and clubs/circles, presentations at academic conferences in Japan and overseas, and large-scale events、please cancel or postpone any on-campus and off-campus activities (small meetings included) until April 20. Unless approved by the student union and student affairs office. Also, for team events and tournament please check with the sponsors about making a decision. Please contact student union or student affairs office (042-691-2205) for any advice and concerns.
