Revision of “Soka University Activity Restriction Policy" (September 1, 2020)

       On June 3, we established and indicated an activity restriction policy for the university's educational, research, and administrative activities in response to the prevention of the spread of the novel coronavirus disease (COVID-19) with six levels: "Level 0 (Normal)," "Level 1 (Partial Restriction)," "Level 2 (Small-scale Restriction),” “Level 3 (Medium-scale Restriction),” “Level 4 (Large-scale Restriction),” and “Level 5 (Maximum Restriction).” The level has been decided by Soka University’s “Novel Coronavirus Disease (COVID-19) Measures Committee” by referring to the situation of the spread of COVID-19 and prevention policies set by the National and Tokyo Metropolitan Government.

       As for the spring semester, we conducted online classes based on this policy, however, in the fall semester we plan to implement a “hybrid” class system which includes online classes, as well as partial execution of in-person classes. This decision had been made in response to changes in the situation, such as the government's measures for maintaining socio-economic activities, the implementation of in-person classes at schools, and furthermore, the requests from our students to conduct in-person classes. As a result, we have come to review the university’s Activity Restriction Policy, as they were not sufficient to support the in-person classes to be conducted in the time of the COVID-19 pandemic.

       In order to achieve a balance between educational and research activities, and preventing the spread of the disease, we have decided to revise the university's activity restriction policy by adding another restriction level, Level 1.5 (Partial Restriction). The contents of the activity restriction of level 1.5 are as shown in the separate data file "Soka University Activity Restriction Policy.” Please note that level 1 restrictions that were to be implemented for in-person classes will be revised to level 1.5.

       In addition, in line with the revision of the Soka University Activity Restriction Policy, we have set some Soka University Guidelines for the Prevention of COVID-19 Outbreaks for all Soka University faculty, staff, and students. This is a list of precautions such as “Installation of the COVID-19 Contact-Confirming Application (COCOA),” “Daily measures (checking body temperature, etc.),” and “Actions to take when feeling ill, coming in close contact with infected people, and/or getting infected yourself.” Please make sure to go over this and take actions in accordance with the guidelines. 

       There have been a series of reports about COVID-19 cluster occurrences at universities. Soka University will make every effort to prevent the spread of infection, but please note that in the case of a cluster occurrence on campus, measures in cooperation with health organizations will be taken. Measures may include temporary school closure or fully switching to online classes regardless of the level.

       The University will continue to work together with faculty members and students to continue both educational and research activities and prevent the spread of infection. Thank you for your understanding and cooperation.
