Activity Restriction Policy Under the Government’s Intensive Measures for Preventing COVID-19 Infection

    In response to the continuous rise of COVID-19 cases, the Japanese government has implemented intensive measures focused on specific areas to prevent the spread of the coronavirus in Tokyo 23 wards and six cities (Hachioji, Tachikawa, Musashino, Fuchu, Chofu, and Machida) from April 12th to May 11th.

    In addition, the number of COVID-19 cases has been increasing since April at the University as well. In light of such a situation and following the Ministry of Education, Culture, Sports, Science and Technology (MEXT)'s notice that “for classes at universities, etc. in the academic year 2021, in-person classes should be appropriately held by taking infection control measures, appropriate to the situation in the region where each university is located,” we have discussed within the university regarding the operation of classes, research activities, and campus life.

    Based on the above, the University Activity Restriction Policy under the intensive measures will be as follows starting from Wednesday, April 14.
    ● “Classes,” “Research Activities,” “Entry on Campus for Students, etc.,” and “Staff Work Schedule will remain at [Level 1.5 (Partial Restriction)].
    ● “Use of Facilities,” “Extracurricular Activities,” and “University Related Meetings” will be changed to [Level 2 (Small-scale Restriction)].
    *Details on the restrictions for “Use of Facilities” will be posted separately on the student portal site.

    Regarding the “Extracurricular Activities” under “Level 2,” the scope of actions will be revised as follows.
    Category level Scope of Activities
    Extracurricular Activities 2 *In principle, refrain from having extra-curricular activities. However, clubs and group activities that are approved by the Student Affairs Office or the Executive Director for University Administration that adequate measures to prevent the spread of the infection are taken, are allowed to hold activities by limiting its scale and content of the activities.
                                                     *Before this change, activities were prohibited in principle.

    [To all students, faculty, and staff]

    Hachioji City has been designated as one of the cities for the Tokyo Metropolitan Government’s intensive measures focused on specific areas to prevent the spread of the coronavirus.
    We ask for you to follow the principles below and to continue to take actions to prevent the spread of the infection.
    (1) Refrain from going to karaoke, attending social gatherings or welcome parties, drinking parties, eating out with others, refrain from staying over friends house, etc.
    (2) Refrain from traveling to other prefectures outside Tokyo.
    (3) Avoid the 3Cs (Closed spaces, Crowded places, and Close-​contact settings), wash hands, and wear a mask.

    The University will continue to take appropriate measures to prevent the spread of the infection to ensure that students, faculty, and staff can study, research, and spend their days at the university campus with ease.
    The number of people infected with the new variant of coronavirus nationwide is increasing, and we are at risk of a fourth wave of coronavirus disease.
    Reports suggest that this new variant of coronavirus is found more within the younger generation compared to the ones in the third wave.
    We ask for your further cooperation to prevent clusters and any positive cases at the University.
    The scope of activities for each category is as follows.

    Soka University Activity Restriction Policy (April 14th, 2021)

    Category Level Scope of Activities
    Classes 1.5 Classes will be conducted both online and in-person while paying the utmost attention to prevent infection. (In principle, there will be no classes during the spring break.)
    Research Activities 1.5 On-campus research activities are to be conducted while paying the utmost attention to prevent infection. Participating in a conference and other meetings outside campus may be permitted only when the University President, Dean of Faculty, or Dean of Graduate School approves.
    Use of Facilities 2 While paying the utmost attention to prevent "Three Cs (Closed spaces with poor ventilation, Crowded places with many people nearby, and Close-contact settings such as close-range conversations)," some facilities including libraries, pc rooms are available.
    Entry on Campus for Students etc.  1.5 Those who necessarily need to enter the campus for classes, research, or any other purpose are allowed to enter the campus on the condition that measures to avoid the “3 Cs (Closed spaces with poor ventilation, Crowded places with many people nearby, and Close contact settings such as close- range conversation)," are taken.
    Extra-curricular Activities 2

    (Amendment)

    In principle, extra-curricular activities are prohibited. However, if approved by the Student Affairs Office or the Executive Director for University Administration, activities are allowed with some limitations on the scale or the content of the activities, while taking measures to prevent infection and the spread of infection.

    University Related Meetings 2 In-person meetings should be minimal, holding meetings online as much as possible.
    Staff Work Schedule 1.5 Communications via email and phone are encouraged, while counter services may be provided with the utmost caution to prevent the infection.
