Regarding the Activity Restriction Policy in response to the Lifting of the Declaration of the State of Emergency

    As reported by the national government, the declaration of the state of emergency in 19 prefectures and the Implementation of Intensive Measures to prevent the spread of infection for eight prefectures are completely lifted as of September 30th.
    However, to continue preventing the spread of infection, the government has requested transitional measures for about one month to be established and ask all to continue refraining from unnecessary and non-urgent outings.
    As notified on the university website on September 1st, the course implementation policy for the fall semester was announced as being a 40% in-person class implementation rate until the university festival.
    In response to the lifting of the declaration of the state of emergency, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has requested universities "to ensure student learning opportunities and also to thoroughly continue taking measures against the novel coronavirus". As a result of considering measures to prevent infection, from October 2, the University's activity restriction policy will lower to level 2 for extra-curricular activities and university related meetings, and all remaining items will change to [Level 1.5 (Partial Restriction)."

    • "Classes", "Research Activities", "Entry on Campus for Students etc.", "Use of Facilities", and "Staff work schedule" continued to be at [Level 1.5 (Partial Restriction)
    • "Extracurricular Activities" and "University Related Meetings" will change to [Level 1.5 (Partial Restriction)], and all items will be set at level 1.5

    With regards to the implementation policy of classes, we will implement measures to prevent the spread of infection, and for the time being, about 60% of classes will be in-person while accommodating the use of online classes simultaneously. The future infection situation is expected to change from time to time, depending on the infection status of the highly infectious mutant coronavirus and the rate of increase in the number of people already vaccinated. The government has also mentioned the need to be alert for a sixth wave, which will be caused by a gradual easing of social and economic activities, as well as a loosening of awareness and actions to prevent infection.

    We would like to ask all students, faculty, and staff to continue to take the following preventive measures to prevent infection.
    • Avoid activities that involve eating and drinking in large groups.
    • Avoid high-risk behavior such as staying over at a friend's house
    • Avoid crowded places and keeping distance from others.
    • Wear a mask
    • Encouraging hand disinfection
    • Encouragement of temperature measurement (temperature measurement recording system on the portal site)
    • Vaccination is recommended as it is said to have a certain effect in preventing infection.

    From the beginning of October onward, the University will do its utmost best to prevent the spread of infection and will continue to take measures to ensure that students can attend the university with peace of mind.

    Soka University Activity Restriction Policy (From October 2st.)

    Category Level Scope of Activities
    Classes 1.5 Classes will be conducted both online and in-person while paying the utmost attention to prevent infection.
    Research Activities 1.5 On-campus research activities are to be conducted while paying the utmost attention to prevent infection. Participating in a conference and other meetings outside campus may be permitted only when the University President, Dean of Faculty, or Dean of Graduate School approves.
    Use of Facilities 1.5 The use of facilities is allowed on the premise that measures to avoid the “3 Cs (Closed spaces with poor ventilation, Crowded places with many people nearby, and Close-contact settings such as close-range conversations)” are taken with limitations on the number of people using the facilities. In principle, renting out facilities to non-university-related personnel is prohibited.
    Entry on Campus for Students etc. 1.5 Those who necessarily need to enter the campus for classes, research, or any other purpose are allowed to enter the campus on the condition that measures to avoid the “3 Cs (Closed spaces with poor ventilation, Crowded places with many people nearby, and Close contact settings such as close-range conversation)," are taken.
    Extracurricular Activities 1.5 Club or group activities are allowed with the utmost caution to prevent the infection only after approval from the Student Affairs Office or Executive Director for University Administration.
    University Related Meetings 1.5 Conducting meetings online is recommended. In-person meetings may be conducted while paying the utmost caution to prevent the infection.
    Staff Work Schedule 1.5 Communications via email and phone are encouraged, while counter services may be provided with the utmost caution to prevent the infection.
