“Special Supplementary Income Benefit” (tentative name) project by the Japanese Government

    According to "Emergency Economic Measures for the Novel Coronavirus disease (COVID-19)" (Cabinet decision on April 20, 2020), with the aim of preventing the spread of infection, the Japanese Government is also planning to provide prompt and accurate support to households by implementing the “Special Supplementary Income Benefit” (tentative name) project.

    We will be holding online classes throughout the spring semester and there are many cases in which the students’ residency is located in areas around the university and have returned home throughout Japan. In order for students to smoothly apply in the future, please check "Confirming the address of your resident card (the address to which the application is sent)" and "Consideration of application using the online application method with my number card (picture id card)※1".
    This benefit is also applicable to foreigners living in Japan, who are registered in the Resident Register.

    (※1) To apply online, you will need the *my number card* with a picture on it. It is different from the paper-based card. To apply for the actual "my number card" with a picture, it will take at least 2-3 months to receive the card.

    “Special Supplementary Income Benefit” (tentative name) project summary
    By the date, April 27, 2020, the person recorded in the Resident Register will be eligible for the benefit and is entitled to receive 100,000 yen. Please apply by mail or online (available to those with my number card) using the application form mailed from the city hall, and the payment is transferred to the bank account of the applicant※2.
    The acceptance start date and payment start date are decided by the city hall, and the application deadline is within 3 months from the application acceptance start date of the mail application method.

    (※2)Application for benefits and method of payment
    Application by postal mail: 1. application form will be sent from the city hall, 2. please make a copy of your identification and bank information, 3. Mail back to city hall
    Application online (person with the "my number card"): 1. Login to my number portal, 2. input your bank information, 3. Upload a copy of your bank information, 4. Input information on the digital application form

    Please take note the Japanese Government is also predicting the occurrence of fraud. It is not possible for the city hall or the Ministry of Internal Affairs and Communications to request the operation of an automated teller machine (ATM), and for city hall or the Ministry of Internal Affairs and Communications to request extra fees for "special fixed benefit" benefits.
    All of the above shows the current status of the project and may change in the future. In addition, the implementation of this benefit is premised on the establishment of the FY2020 supplementary budget.
