Lecture by Professor Sugimoto

On February 3, Prof. Ichiro Sugimoto of Faculty of International Liberal Arts was invited to give a lecture at the Distinguished Lecture Series UAC 1.0 hosted by the Unk Aziz Center (UAC) in Universiti Malaya. The Za'ba Memorial Library, which served as the venue, attracted many participants not only from university officials, but also from various fields such as government and finance. In the lecture, there was a lively discussion from a professional perspective on Professor Sugimoto's knowledge of analyzing Malaysia's development from the unique perspective of "the political economy of budgeting".

The theme of this lecture was "The Political Economy of Budgeting: Insights into Malaysia's Development Trajectory." It was held as an opportunity to consider from multiple perspectives how the design and operation of fiscal and budgetary systems have been linked to socio-economic changes and policy choices. Mustapa Mohamad, advisor to the UAC and former Minister of Finance, opened the lecture by explaining the purpose and significance of this series. This was followed by lectures from three perspectives: an academic, a banker, and a finance ministry official. They presented different perspectives on budget formulation and shared common challenges.

Professor Sugimoto's presentation was titled "The Origin of Budget Management of British Colonial Authority, Special Reference to the State of Johore." He examined the establishment and implementation process of budget management in Malaya during the British colonial period, demonstrating how the system was formed through the interrelationship of administrative management, political negotiations, and regional economic structures. He clarified the characteristics of colonial administration and finance through the example of Johore. The event proceeded with opening remarks, a lecture, a Q&A session, and a summary, and participants deepened their understanding of the points discussed through dialogue. After the lecture, a commemorative photograph was taken with those involved, reaffirming the event's significance as a forum for academic exchange.

After the lecture, Professor Sugimoto said, "In 1988, when the founder, Professor Ikeda, visited Universiti Malaya, a deep friendship was established with the then Vice President Unk Aziz, and academic exchanges between the two universities began. During my Universiti Malaya graduate school, I received direct academic advice and encouragement from Professor Unk Aziz from time to time. I would like to express my sincere gratitude to the Center for Sharing Research Results as a Soka University faculty member at the Center named after him for his efforts in Malaysia's development and poverty reduction." He said.
