About the Institute

Message from the Director

Director of Peace Research Institute, Professor Hideki Tamai

The Soka University Peace Research Institute was established on April 1, 1976, with the objective of conducting research and studies on issues relating to the achievement of peace, and contributing to the construction of a peaceful society and the improvement of human welfare, based on the principle of "being a fortress protecting the peace of mankind," one of the three founding principles of our university.
To achieve the above-mentioned goals, we promote specialized research as an academic research institution, while also actively engaging in educational and enlightenment activities to make the results of peace studies widely available to students and the general public.

Research Centers

Center for Human Security Studies (CHSS)

We have long been engaged in research into the significance of the concept of human security and the systems for its promotion. Recently, from the perspective of the SDGs' basic principle of "leaving no one behind," we have also participated in the "Human Security Indicator Project" (organized by the Human Security Forum), which aims to clarify the existence of people who need "protection" and "empowerment" by visualizing the degree to which human security has been realized. Based on these achievements, and by further developing cooperative relationships with related organizations and researchers involved in human security research, we have opened the Center for Human Security Studies (CHSS) to develop our own human security research.

We share the recognition of the international community expressed in the UN Summit Outcome Document (2005) that "We recognize that all individuals, in particular vulnerable people, are entitled to freedom from fear and freedom from want, with an equal opportunity to enjoy all their rights and fully develop their human potential," as well as the philosophy of the SDGs, which states, "Recognizing that the dignity of the human person is fundamental, we wish to see the Goals and targets met for all nations and peoples and for all segments of society. And we will endeavour to reach the furthest behind first." Based on these, we are working on the following issues.

  1. Consideration and recommendations on policies and actions necessary for people who are often "vulnerable," such as refugees, immigrants, minorities, women, and children
  2. Conducting research and studies to evaluate the effectiveness of policies for human security and to improve policies

Center for Asian Peace and Publicness Studies (CAPPS)

The Peace Research Institute has been exploring the state of Asia as a community of peace. In the course of this research, we have further promoted the research and educational exchanges that have been fostered with universities and research institutions in East Asia. We therefore established the Center for Asian Peace and Publicness Studies with the aim of building a new base for East Asian studies in Japan.

At this Center, we would like to conduct research using a new multifaceted approach called "East Asian Peace and Publicness Studies," which is based on the two main research fields of "peace studies" and "governance (public management) theory."

One is to explore new approaches originating from East Asia by connecting peace studies, which have developed mainly in Europe and the United States, with the historical and social context unique to East Asia. Specifically, we will base the ideological foundation of "peace in East Asia" on the Buddhist view of "coexistence," which sees them as a discontinuous combination rather than a binary conception of self/other, body/mind, human/nature, and pursue a form of "peace studies" originating from East Asia that goes beyond the theory of "human security."

Meanwhile, in the "Governance (Public Management) Theory" field, we will analyze practical activities in which various actors collaborate to address public issues in East Asia, including environmental problems, and explore new approaches originating from East Asia. Specifically, in areas such as environmental measures, while East Asia maintains the traditional framework of multilateral cooperation, we hope to create a governance (public management) theory originating from East Asia by empirically exploring the process by which various actors, such as local governments, citizens, and companies, have developed networks and begun to collaborate.

Global Governance Center (GGC)

The Peace Research Institute has long been engaged in research on global issues such as human security and nuclear disarmament, and has also been conducting research on the significance and challenges of the global cooperation system required for these issues, that is to say, global governance. For example, we have accumulated knowledge on promoting international cooperation through activities such as hosting international conferences in collaboration with the G7/G20 Research Group, an international research network.

Leveraging these achievements, we have established the Global Governance Center (GGC) to promote research into the issue of power shifts in global governance, particularly in light of the growing influence of the Global South and non-state actors, to promote research exchange as a global research hub, and to disseminate the results of our research around the world.

We will continue to conduct research activities to academically investigate the state of comprehensive, sustainable, and resilient global governance while keeping in mind the current trend of regional cooperation in an international environment of confrontation between major powers. We aim to contribute to making global governance more effective, including ideas for achieving the SDGs and for the post-2030 agenda.

Onuma Yasuaki Library

Dr. Onuma Yasuaki was a world-renowned authority on international law and had made great academic achievements, but he was also a true peace-seeker who devoted himself to defending human rights and building peace.

In his youth, Dr. Onuma was attracted to the method of study and personality of Professor Nobuyuki Okuma, who taught at Faculty of Economics at Soka University in the early days, and he became a personal admirer of Professor Okuma, partly because he was from the same hometown (Yamagata Prefecture). He was also strongly interested in our university because of the words and deeds of Professor Okuma, who was passionate about education at Soka University.

Dr. Onuma expressed kind words, “I would like to cooperate with Soka University as much as I can, which Professor Okuma was so passionate about. In 2016, Dr. Onuma accepted an invitation to be a visiting professor at the Soka University  Peace Research Institute.  He has made a great contribution to the development of research and education at Soka University, such as by lecturing intimately to students in the Peace Lecture Series and by providing advice on the organization of the symposium commemorating the 40th anniversary of the Institute's founding.

Dr. Onuma Yasuaki passed away on October 16, 2018, while continuing his intellectual creation until the end of his life. With the understanding of his family, we have decided to establish the “ Onuma Yasuaki Library” including his beloved books and literature materials left to us.

Whenever we come across the “Onuma Yasuaki Library,” we would like to remember the legacy and achievements of Dr. Onuma and confirm that we, his successors, will continue on as students in pursuit of true peace.
